Description of original award (Fiscal Year 2020, $349,999)

The goal of the FY 2020 Services for Victims of Human Trafficking Programs is to enhance the quality and quantity of services available to victims of human trafficking, as defined by the Trafficking Victims Protection Act (TVPA) of 2000, as amended. Funding through this program supports direct services to victims of sex trafficking and labor trafficking, as well as for efforts to increase the capacity of communities to respond to human trafficking through the development of interagency partnerships, professional training, and public awareness activities over a three-year project period. This award made toLummi Indian Business Council is funded under FY 2020 Services for Victims of Human Trafficking which is designed to Under the oversight of the Lummi Family Service Director, the Lummi Victims of Crime Program Manager will hire a Human Trafficking Coordinator to develop and organize the following: Lummi Nation Court, Law Enforcement and Victims Services Director, Social and Health service Directors to develop a comprehensive Human Trafficking Victims Service plan for year one (1) with service delivery implementation in year two (2) and year three(3). The LVOC and Human Trafficking Coordinator will (1) identify and review the need for Human Trafficking victims services, develop and (2) implement an program plan to identify and effect the changes for LVOC program service delivery including victims advocacy services. The LVOC and HT Coordinator are to develop and pilot test an Victims of Human Trafficking operational plan to provide comprehensive victims’ rights services to include: advocacy, counseling, shelter, peer support services, legal services, socio-economic and welfare services, medical service and mental health counseling services. The project activities will include service delivery for Human Trafficking victims through LVOC operational planning, policy development, pilot testing and implementation and evaluation for needs on the Lummi Nation Reservation.
