New Grants and Payment Management Systems Now Available!

The Justice Grants System (JustGrants) and the Department of the Treasury’s Automated Standard Application for Payments (ASAP) are now available for all award management and payment activities. Award recipients with the Office of Justice Programs (OJP) can login to JustGrants or visit the informational website for further resources and support. The Federal Crime Victim Assistance Fund (FCVAF) was established by the Office for Victims of Crime(OVC) under its authority to assist victims of federal crime. (This authority is found in the Victims of Crime Act (VOCA), Public Law 98-473, as amended, codified at 42 U.S.C. 10603 (c)(1)(B).) The FCVAF does not create a separate system of services for federal crime victims, but supports services of an immediate nature for federal crime victims when no other resources are available.

One cooperative agreement of up to $450,000 will be awarded to plan and conduct, in cooperation with OVC, the 15th National Indian Nations Conference: Justice for Victims of Crime, which will take place in 2016. The goal of the 3-day conference is to provide timely training, best practices, and resources to increase and enhance the capacity of victim service providers, criminal justice professionals, and other allied professionals to improve their response to the needs of American Indian and Alaska Native crime victims.

OVC will make up to nine awards of up to $600,000 to enhance the quality and quantity of specialized services available to assist victims of human trafficking, including services for underserved victims of human trafficking such as American Indians and/or Alaska Natives or individuals who identify as straight, lesbian, gay, bisexual, transgender, queer, or questioning. Funding will also support efforts to increase the capacity of communities to respond to human trafficking victims through the development of interagency partnerships, professional training, and public awareness activities.

The Evidence-Based Approach to Understanding and Addressing Vicarious Trauma in Victim Assistance Professionals, Law Enforcement Officers and Other First Responders (AVT) project is an effort to understand and address vicarious traumatic stress in victim assistance professionals, law enforcement personnel and other first responders. OVC and BJA will award between $600,000 and $900,000 to law enforcement agencies and victim service providers to work collaboratively to develop and enhance multidisciplinary human trafficking task forces that combat sex and labor trafficking of foreign nationals and U.S. citizens of all sexes and ages. OVC will award one cooperative agreement of up to $300,000 to conceptualize, develop, and produce a comprehensive kit that will serve as a resource for the victim services field to support efforts to heighten public awareness of crime victim issues nationwide during National Crime Victims’ Rights Week in April 2016, and throughout the year. OVC will make three awards of up to $100,000 each to implement the Enhancing Law Enforcement Response to Victims Strategy (ELERV) to improve agencies’ response to victims of crime, with a strong focus on reaching and serving underserved and unserved victims in the community.
