OVC FY 2021 Advancing the Use of Technology to Assist Victims of Crime
Through this solicitation, OVC seeks to provide funding to organizations that demonstrate innovative strategies to create, expand, or enhance the use of technology in innovative ways to interact directly with crime victims and/or to provide information, referrals, crisis assistance, and longer-term help.

OVC FY 2021 Transforming America's Response to Elder Abuse: Enhanced Multidisciplinary Teams (E-MDTs) for Older Victims of Financial Exploitation and Abuse
Under this program, OVC seeks applications to support the development and/or enhancement of multidisciplinary teams and to strengthen the capacity of E-MDTs to better identify and respond to cases of elder abuse and more comprehensively serve and support victims of financial exploitation.

OVC FY 2021 Emergency and Transitional Pet Shelter and Housing Assistance Grant Program
This program will provide funding for shelter and transitional housing and other assistance to victims of domestic violence, dating violence, sexual assault, or stalking and their companion animals.

OVC FY 2021 Addressing Female Genital Mutilation and Cutting
This program will support projects to build or enhance a community response to female genital mutilation and cutting.

OVC FY 2021 Improving Outcomes for Child and Youth Victims of Human Trafficking
The overall goal of the program is to improve responses for child and youth victims of trafficking with a focus on coordination at the statewide or Tribal jurisdiction level to create effective change across systems.

OVC FY 2021 Expanding Sexual Assault Nurse Examiner (SANE) Services to Victims of Sexual Assault
OVC is seeking applications to establish or expand sexual assault examination programs that focus on improving the provision of sexual assault care. This solicitation will also fund one applicant to provide technical assistance to all awarded recipients under Purpose Area 1 and previously funded FY 2020 OVC SANE Campus grantees.

OVC FY 2021 Building State Technology Capacity
OVC is seeking applications from Victims of Crime Act (VOCA) Formula Assistance and Compensation Program State Administering Agencies to implement statewide technology programs to enhance victims’ access to services, foster innovation and efficiency in the provision of services, improve the quality of services, and improve the accessibility and responsiveness of victim service organizations.

OVC FY 2021 National Joint Training Conference for VOCA Victim Assistance and Victim Compensation Administrators (2022–2024)
The selected organization will plan and administer training activities to bring Victims of Crime Act (VOCA) Victim Assistance and Victim Compensation Administrators and their staff together for training conferences in 2022, 2023, and 2024.

OVC FY 2021 Services to Support Victims of Hate Crime and Strengthen Communities
OVC will fund an entity to support field-generated, innovative strategies, approaches, and models to support individuals, groups and communities impacted by hate crime. The award recipient will also provide technical assistance and capacity-building support to selected subrecipients.

OVC FY 2021 Services for Minor Victims of Sex Trafficking
The purpose of this program is to develop, expand, or strengthen victim service programs for minor victims of sex trafficking, whose victimization occurred when they were under the age of 18.

OVC FY 2021 National Crime Victims’ Rights Week Community Awareness Projects (2022)
This cooperative agreement will enable an organization to provide financial and technical assistance to approximately 50 communities nationwide to conduct public awareness activities on crime victims’ rights and services in their jurisdictions during the 2022 National Crime Victims’ Rights Week.

OVC FY 2021 Law Enforcement Human Trafficking Fellowship Program
This program supports one fellow to advise and support OVC on emerging and priority issues in the development and implementation of victim-centered and trauma-informed human trafficking investigations, prosecutions, and multidisciplinary approaches to identify victims and prosecute traffickers.

OVC is seeking applications for funding to improve linkages between the victim services field and hospitals and other medical facilities that increase support for victims of crime, improve outcomes, and reduce chances of future victimization.

The individual awarded funding under this program will work collaboratively with OVC and the crime victim services field to improve support and resources for state victim compensation programs.

OVC FY 2021 Fostering Resilience and Hope: Bridging the Gap Between Law Enforcement and the Community
This program will support the development, implementation, and dissemination of a train-the-trainer trauma-informed, hope-centered framework to assist law enforcement officers with addressing trauma and adversity in order to repair and rebuild relationships within the community.

This work is intended to result in increased trust between law enforcement and the communities they serve, enhancing law enforcement officers’ ability to effectively engage with community members, as well as increasing the likelihood that the community will assist in investigations to make communities safer and hold offenders accountable, and make it more likely that crime victims will report their victimizations to the police, reducing the likelihood of re-victimization.

OVC FY 2021 National Center for Culturally Responsive Victim Services
The program provides for the development, operation, and management of OVC’s National Center for Culturally Responsive Victim Services. The Center will facilitate the delivery of national-scale, high quality training and technical assistance to increase access to victim services and victim compensation for victims of crime in areas that have been historically underserved, marginalized, and adversely affected by inequality, including communities of color.

Formula Grants

OVC FY 2021 VOCA Victim Compensation Formula Grant
OVC will award each eligible state victim compensation program an annual grant equal to 60 percent of the amount the program awarded in state-funded victim compensation payments during the fiscal year 2 years prior to the present fiscal year, other than amounts awarded for property damage. Applicants must be State victim compensation programs that are eligible to administer VOCA Victim Compensation grants.

OVC FY 2021 VOCA Victim Assistance Formula Grant
OVC will award each eligible state and territory victim assistance program an annual grant to support eligible crime victim assistance programs in that state or territory. Eligible crime victim assistance programs are those that are “operated by a public agency or nonprofit organization, or a combination of such agencies or organizations or of both such agencies and organizations, and provide services to victims of crime,” and that meet the other requirements set out in 34 U.S.C. § 20103(b)(1).

New Application Process

In FY 2021, applications will be submitted to the Department of Justice in a new two-step process.

In step 1, applicants will submit a SF-424 and a SF-LLL in Grants.gov. In Section F of the SF-424, include the name and contact information of the individual who will complete application materials in JustGrants.

In step 2, the individual who was identified in Section F will be notified to submit the full application including attachments in JustGrants. See the following resources for instructions on how to submit the full application:
